Project Context and Scope
IOM Brazil’s Program Support Unit (PSU) provides essential coordination and technical support throughout the project cycle, ensuring the effective implementation of initiatives across the country. The Programme Support Unit is part of the Cooperation and Partnerships Division of IOM Brazil and it provides support to enable effective programme management. PSU's responsibilities include drafting donor appeals, developing project proposals, designing and reviewing monitoring and evaluation tools, tracking project indicators, and overseeing national- and project-level reporting. Additionally, PSU facilitates learning and knowledge management by leading retrospectives, planning sessions, and capacity-building activities to promote continuous improvement, strategic alignment, and adherence to institutional objectives and global frameworks.
Under the direct supervision of the Senior Programme Support Associate, the Monitoring & Evaluation Consultant will provide technical support and contribute to the M&E and donor reporting activities of the IOM Brazil Country Office (CO). This role involves managing and reviewing donor reports, including finalizing the upcoming PRM project; reviewing monitoring plans and frameworks, such as results matrices and proposed monitoring tools for new projects; and supporting IOM's M&E and reporting commitments to the United Nations Country Team (UNCT). Additionally, the consultant will participate in monthly UNCT meetings and assist in reporting indicators through the United Nations Cooperation Framework for Sustainable Development.
The consultant will also assist the Program Support Unit (PSU) with knowledge management and learning activities, including collecting, identifying, and submitting good practices in Brazil to enhance the visibility of IOM Brazil's work. Additionally, the consultant will support the planning and implementation of capacity-building activities, particularly related to M&E and results-based reporting, as well as organizing retrospective sessions to encourage reflection, improve results-based report writing, and identify good practices and lessons learned in Brazil.
Finally, the consultant will support the PSU team with ad-hoc tasks, such as drafting, editing, or reviewing donor appeals, project proposals, concept notes, fact sheets, and internal reporting requests.

Required Qualifications and Experience
Education / Experience / Skills
Master's degree in international relations, Political Science, or any other related area, from an accredited academic institution.
Proficiency in Portuguese and English is required. Working knowledge of Spanish.
Previous experience in M&E, data analysis, and donor reporting
Excellent research and analytical skills.
Ability to work independently and collaboratively with a diverse team of stakeholders.
Strong problem-solving and critical-thinking abilities.
Languages

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
