The ICITAP Program in Armenia offers law enforcement support through a comprehensive and integrated program of training, technical assistance, and equipment donations to assist the Armenian National Police in becoming more professional.

POSITION SUMMARY:
Amentum is currently seeking one or more qualified candidate to serve as a Law Enforcement Advisor in Yerevan, Armenia. This part-time temporary TDY position(s) will be responsible for advising the ICITAP Mission Advisor and ICITAP headquarters on supervisory and working-level police education reform efforts for the newly established Armenian Patrol Police Service and the Ministry of Internal Affairs Police Education Complex (PEC). The ideal incumbent(s) applies expertise in tactical training, hands on countering narcotics experience and training, and experience in police academy and field instruction. Candidates will apple these skills to conduct ICITAP courses for host nation partners and coordinate with the Department of State’s International Narcotics and Law Enforcement Affairs (INL) section at US Embassy Yerevan.
JOB DUTIES AND RESPONSIBILITIES:

Advise the ICITAP Mission Advisor on strategy and implementation of all facets of ICITAP initiatives in the development, training, and equipping of Patrol Police Academies and Police Education Complex (PEC). Special consideration will be given to candidates who demonstrate a history of counter narcotics police work and/or tactical police work and training.
- Apply in-depth knowledge of and experience in curriculum design and training for department management, supervision, and officer conduct throughout police operations.
- Provide daily consultation as needed with the Ministry of Internal Affairs, Armenian National Police, and PEC personnel on issues related to improving delivery of basic Patrol Police training, Patrol Police in-service training, and police training in general.
- Conduct specialized trainings and mentorship for Patrol Police Service officers, trainers, and senior leadership.
- Contribute to written reports for ICITAP HQ, INL HQ, and other stakeholders, which may include drafting, editing, and compiling information as required.
- Work with various personnel at INL and ICITAP HQ to develop future project objectives, activities, and law enforcement development initiatives.
REQUIRED SKILLS AND QUALIFICATIONS:

Minimum of ten (10) years of law enforcement experience with at least eight (8) years of training or academy management experience. Experience must have been earned this decade.
- Documented experience as a supervisor, manager, or task force leader in a federal task force, a state agency, or a police department.
- Documented ability to assess, evaluate, and produce written communications articulating necessary steps to address sustainable staffing, structure, policy, training, and equipment needs of the police.
- Experience as an instructor in fields related to development and management of instructors and support staff at large police training facilities.
- Experience with change management in police training organizations.
- Exceptional interpersonal skills to effectively work with ICITAP staff, host-country nationals, and other individuals and organizations from the international community.
- Prior international experience and/or the ability to work effectively in a non-traditional US environment (candidates must be willing to relocate to Yerevan, Armenia for temporary period of time)
- Ability to operate windows applications, including Microsoft Word, Excel, PowerPoint, and Outlook.
- Clearable: Must be able to obtain and maintain a USG Public Trust Waiver. Note: US Citizenship is required to obtain required clearance.
DESIRED QUALIFICATIONS:

- Advanced report writing skills.
- Experience in the fields of policy reform, organizational development, criminal investigations, and patrol operations.
- Experience working OCONUS for INL and/or other USG programs.
- Written or verbal skills in Armenian or Russian languages preferred but not required.
