The Team Security Coordinator is responsible for the establishment, coordination and management of the Team/Referee Security Liaison Officer (TSLO/RSLO) programme for the FIFA Women’s World Cup 2027™.
Reporting to the Manager, Non-Competition Sites, the role ensures that secure movement, team protection and liaison arrangements are delivered consistently across all host cities and clusters.
The position provides structured oversight of all TSLO activities, ensuring effective coordination with public security authorities, policing partners and relevant FIFA functional areas. The role safeguards the integrity of “bubble-to-bubble” operations, secure transport arrangements and team-related security protocols, ensuring alignment with FIFA regulations, statutory requirements and tournament operational plans.
- Establish, integrate and manage the full TSLO/RSLO programme across all host cities and clusters
- Coordinate and supervise all TSLOs/RSLO, ensuring consistent operational standards and structured reporting
- Serve as the central coordination point for team-related security matters within the Safety & Security function
- Establish and maintain strong working relationships with government agencies, policing partners and relevant domestic institutions
- Ensure integration of public security services supporting team movements external to official sites
- Oversee the implementation of secure movement protocols, including “bubble-to-bubble” operations and police escort arrangements
- Ensure structured coordination of close protection and monitored transport services for teams, referees and designated FIFA officials
- Oversee daily reporting rhythms from TSLOs/RSLO and ensure timely escalation of incidents or risks
- Monitor threat and risk developments impacting teams and coordinate mitigation measures in conjunction with relevant authorities
- Facilitate team security briefings and ensure itinerary coordination with domestic security agencies
- Ensure structured liaison between TSLOs, Team Liaison Officers (TLOs), Team Security Officers (TSOs) and venue-based safety and security managers
- Gather, manage and maintain required TSLO programme documentation in compliance with host country regulations and FIFA requirements
- Support and advise on background check protocols and accreditation-related security requirements
- Liaise with competent authorities regarding qualification and licensing criteria applicable to TSLO deployment
- Participate in planning meetings, exercises and readiness activities relevant to team security operations
- Provide 24/7 programme oversight during tournament operations and ensure continuity of support to teams
- Update daily team/referee movement information for the relevant government security authorities and other delivery partners as required
Education
- University degree or higher qualification in security management, public safety, law enforcement, risk management or a related field
Experience
- Minimum 3-5 years of experience in public security, law enforcement, protective security or major event security operations
- Demonstrated experience coordinating multi-agency security operations
- Experience managing secure movements, close protection operations or team/delegation security
- Proven experience liaising with public security authorities at federal, state or municipal level
- Experience managing operational teams or structured security programmes
